I've kited in Northern Brazil and Aruba. My opinion is that the wind in Brazil is way better. At Aruba Fisherman's Huts is offshore wind that is up and down b/c its off shore. The area near the prison (Boca Grande I think) had better wind. Just watch out for the sharp shallow reef where the waves break and you will need to rent a car.
If you ever get the chance to go to Brazil, fly to Fortaleza and Cumbuco is a small town nearby with great kiting. But, its well worth the travel from there to Jouricoacoara, which is an amazing place. The kiting is at a nearby Beach called Prea which gets the unobstructed wind off the ocean. If you stay at Jouricoacoara you can arrange for someone to take you in a dunebuggy over to prea for kiting. In the afternoon you can kite downwind back to Jouricoacoara. I went there on my honeymoon 5 yrs ago and that town is incredible. It is in a national park that has 400 foot high sand dunes, no paved roads - all sand. The placed had a great vibe. Aruba on the otherhand just had casino-resort development that in my opinion was not so cool, and the wind didn't compare to Northern Brazil.
