Welcome to South Florida. I have seen a couple of kites off of Hallandale Beach at times but don't know who the riders are. There are guys to the north at Mead Street in Hollywood and just north of the Dania Fishing Pier. There are precautions/restrictions at each launch. You could learn more by contacting Damien at:

To the south there are regular kiters around 87th St. This is a more tricky area as threats to access have been brought up recently. I would definitely hook up with some of the local guys for advice down there.
