Many thought it was a good idea back in the day, until it clearly wasn't. BARINC did add impetus to the movement towards sinking ships as artificial reefs off Broward. They sunk aerojack reefs, ship molds and perhaps even a wreck. Today there are over 75 wrecks offshore. No serious negatives have been identified related to these other artificial reefs, yet.

Still you are right about the manufacturers sharing in the remediation cost as opposed to the public. It must be related to the incredible quantity of waste tires out there and associated problems, cost of resolution and possibly acknowledging responsibility through cost sharing. I wonder how many out of control burning buried tire dumps there must be nationwide alone. I think they built a tire reef off the Carolina's in the 1970's as well.
