The smaller kite part makes sense in gusty wind if you have enough board flotation to help you glide through the lulls. I am not sure about the shorter lines with a smaller kite however. The longer lines allow a longer power stroke that also helps you cope with the lulls. With larger kites in gusting conditions, shorter lines can deliver some distinct advantages.

Generally smaller kites are a bit safer in terms of lofting. Still, they aren't proof against it. I was once lofted about 80 ft. horizontally on an 11 m kite and dragged at high speed by a 5 m two line kite. Size can help but there is nothing like good weather planning and monitoring, etc..
