a 12m would be a useful kite, but it would not be a 2 kite quiver, you would still need a third smaller kite for the higher wind days.

A 12m is actually the best kite size period, for a one kite quiver. but it sure isn't a full quiver is it? You are still missing the windier days and the lighter days.

If he is willing to still sacrifice the windiest days then the 12m will add 5 or so more kts to the overall high end.

to cover as much wind as possible ( if thats the objective )
1 kite quiver = 12m
2 kite quiver = 9+16m
3 kite quiver = 9+12+16m
