Here are a couple threads on KF where Scott gave his view of St. Pete winds in the coming winter. He didn't seem so amped, especially about Dec/Jan.

I was just talking to Scott about the wind and this season a couple days ago.
He seemed to think this wasn't all that abnormal for Dec/Jan. He also said the winter of 06/07 was unusually good, as in not normal.

Yeah, my past many years experience in FL has told me the winter winds usually take a little bit of a hiatus from around december 15th-end of january...... but this is beyond rediculous !!! I think I've only kited 1 day since I got back from PR!
