I saw unmanned flying windsurf rigs like this on Lake Arenal, Costa Rica when we were overpowered on 3.2m and 2.8m sails... probably 45 - 50 knots

I think you are right. It is no picnic being dragged over snow and ice by a canopy before you can ditch it or cut out. That is an old looking parachute too, any idea what the year was?
