Basically a pic of someone flying a kite right in the middle of town. Turned out to be a false alarm so the SP were not called.

No joke I've observed a old low AR kite of around 15M flying from a parking lot along I275 near 54Ave in St Pete for three days in a row now. It was just gently moving back and forth at the top of the window, and the wind was low like 10 to 12kts, but damn man it did look sketchy. I resisted the temptation to call the kite safty patol though. If I could have spoken to the pilot I'd have told him it looked sketchy, but beyond that it is the opperators responsibility.
