More information on this encounter just came up. The diver explained his actions as:
"I didn't want to feed the shark the fish, because that could really get him riled up, and he could come after me at that point. I had to keep the shark off me and away from the fish. That was my goal." It looks like he is going after the diver though and initially close behind his back, not sure how to interpret this. The video will be on Shark Week on the Discovery Channel.
