My opinion is both places are tough for beginners. Are their any shallow lagoons or flats?
I would choose a Maui vacation with the family over Caberete any day. The beauty of the islands is so breathtaking it will have you craving for more. Obviously Maui is more expensive and there is a reason for that. Think about it. Good luck!
